It suggests that many of us in the world of journalism have neglected to develop a clear standard of conduct regarding the use of the facts reported in other publications.

This is a fascinating post. I had been struck by Chris Powell’s use of the word “misappropriation,” but, until I read the Wikipedia entry linked to above, I didn’t realize the word had a specific legal meaning. That article, in turn, links to this, which conveys what a difficult area of law this is.
